Fighting for District 45 Families

Frances grew up in Fayetteville and teaches middle school every day. She has also served as a transportation planner and magistrate. She listens to our community and fights for our priorities in Raleigh, as shown by the bills she sponsors at the State House.

Expanded Medicaid to 700,000 North Carolinians

Frances fought to expand Medicaid, giving families access to doctors, lower medical bills, and peace of mind. (HB76)

Restores Teacher Retiree Health Benefits

Frances sponsored the bill to restore health care coverage for teachers and school staff during retirement, a key benefit that helps us recruit and retain great educators in our classrooms. (HB672)

Expands Pre-K and Smart Start Funding

Frances sponsored the bill to increase funding for NC Pre-K and Smart Start, so more Cumberland County kids can start school ready to learn. (HB846)

Provides $10 Million in Housing Grants for Veterans

Frances wrote the Shared Investment in Our Heroes Act to provide $10 million in housing grants and employment programs for veterans, and reduce property and vehicle taxes for disabled veterans. (HB728)

$5 Million For Fayetteville Economic Development

Frances sponsored the bill to establish the Fayetteville Innovation District, bringing together businesses, universities, and startups to create jobs and economic opportunity for small businesses. (HB793)

Makes Polluters Pay for Water Contamination Cleanup

Frances co-sponsored the bill to require companies that contaminate our drinking water with toxic chemicals to reimburse municipal water systems for cleanup costs, keeping utility bills down for families instead of making ratepayers cover the expense. (HB569)

"I fought to expand Medicaid because 700,000 North Carolinians deserved access to healthcare. Our work isn't done - families in District 45 still need better access to mental health and addiction treatment."
