Meet Frances

Outstanding Educational Achievement

Frances is a third-generation graduate of E.E. Smith Senior High School. She earned a B.S. in Transportation and Economics from NC A&T, an M.A. in Political Science from Fayetteville State University, and a Ph.D. in Public Policy and Administration from Walden University.

Decades of Community and Government Service

Frances spent 27 years in local government as a Thoroughfare and Community Planner and Transit Analyst, and is a member of the American Planning Association – North Carolina Chapter (APA-NC). Judges also appointed her to serve as a Magistrate, overseeing criminal proceedings for the people of North Carolina.

I-295 – A Legacy We Drive Every Day

As a Thoroughfare and Community Planner, Frances helped plan I-295, also known as the Fayetteville Outer Loop, from its inception nearly 30 years ago. She was recently invited to the official ribbon-cutting ceremony for the roadway’s final segment upon completion.

Fighting for District 45 Families

Frances stands up for the issues that matter most to our community. She led efforts to expand Medicaid, bringing healthcare to 690,000 North Carolinians.

As the only active classroom teacher in our state legislature, she fights to keep great teachers in our schools by restoring retiree health coverage for teachers and protecting teacher bonuses.

Frances supports legislation that helps military families, veterans, small businesses, and seniors. She also works against GOP gerrymandering as a member of the Select Congressional Redistricting Committee.

Frances uses her committee assignments to fight for our families on education, healthcare, military and veteran support, small-business development, and fair representation.
